I think RIM's use of QNX is to host Adobe Flash and, now, Android applications. I doubt they plan to allow native QNX apps on their mobile devices, RIM has always been very strict about security. I also think the move to support Android is critical to the success of PlayBook, I doubt a mobile app ecosystem would build up around Flash and the Playbook. It also make sense for RIM to support older BlackBerry apps too which should be easy by adding a J2ME virtual machine as well.
